The Mission: Local Solutions for a Global Challenge
In Poland, the responsibility for environmental protection begins at the municipal level. While local governments are tasked with organizing waste management, they often face significant hurdles in creating systems that are both efficient and sustainable. The “Waste Management in Local Governments” project was launched by the Institute of Public Affairs to bridge this gap—moving beyond top-down mandates to find localized solutions that work for inhabitants.
The project followed a journey of Diagnosis and Action, combining expert analysis with the power of community insight.

Citizen Monitoring: Volunteers in 9 selected municipalities led a “citizen audit” of current practices, providing a transparent, ground-level view of the actual state of affairs.

Expert Support: In 4 selected municipalities, experts worked alongside local officials to design modern, effective waste management systems tailored to local needs.

Inclusive Dialogue: Through extractive workshops and local roundtables, the project ensured that residents and stakeholders were active participants in shaping their local environment.
Contribution provided by IDN helped to gain a broader, international perspective on waste management challenges. Drawing on Norway’s extensive experience, the partner prepared a valuable expert opinion showcasing Norwegian best practices in municipal waste systems. This contribution was instrumental in exploring new ways to raise resident awareness regarding recycling and waste reduction, providing a proven roadmap for local improvement.
Knowledge for the Future
To ensure these lessons spark a national conversation, the initiative produced:

A Collective System Report: Comprehensive recommendations presented to the public to drive systemic change.

NGO & Activist Empowerment: A dedicated webinar to share the action model and practical experiences with the wider civil society.
